			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>Just saw Ditsi Carolino&#8217;s latest documentary <em>Lupang Hinarang</em> (loosely translated as Obstructed Land or Barred Soil, a play on the National Anthem&#8217;s title <em>Lupang Hinirang</em> or Chosen Land). This is just an initial reaction, a few takes, as the film is yet to be released formally.</p>
<p>Before the screening, Ditsi made clear that it was a work in progress, but already the film looks like it will become another Filipino documentary classic, as the rest of her previous works (Riles, Bunso) are generally considered. I must reserve the right, though, to change my mind if the final veers from what was shown in the jampacked Ateneo screening last night.</p>
<p>The structure is pretty much there and the point already too clear. The first part, on the Sumilao farmers, feels more finished than the second part, on the Negros farmers, which clearly needed more work thematically in terms of emotional arch, and technically in color grading and sound.</p>
<p>However, I must say that screening a work in progress, an oft-used term among filmmakers and media people to stand for &#8220;unfinished,&#8221; has the danger of constricting the final output to stick to what has already been seen by many. But it seems Ditsi has already made up her mind on what the story is and how the docu is to be structured, meaning the final form won&#8217;t be too far from what has already been shown to many.</p>
<p>That said, it was very hard not to be emotionally affected with what she captured on cam.</p>
<p>In 2007, 55 farmers from Sumilao, Bukidnon in Mindanao walk 1700 kilometers to bring their petition to Malacañan in Manila to revoke a DAR order converting 144 hectares of prime agricultural land, previously awarded to them, into an agro-industrial estate, thereby excluding the land from agrarian reform law. It takes the farmers 60 days to reach the Palace gates. Ditsi accompanies them in the entire trek, essentially documenting the farmers&#8217; long, sun-stroked (or rain-drenched), mutilating march on foot. Five minutes into the film and I was already wiping away a tear. So did my friend beside me.</p>
<p>In the second part, 22 farmers from Negros Occidental stage a hunger strike in front of the headquarters of the Department of Agrarian Reform, denouncing the slow implementation of their installment in the lands distributed to them 10 years before. It would take 29 days before the Palace would give in.</p>
<p><em>Lupang Hinarang</em> presents hope &#8211; lots of it &#8211; from the bravery of these folk to struggle for what was rightfully theirs. It is a pointed documentary, an imbalanced tale, a singular message whose agenda is on the side of the disenfranchised. This is the film&#8217;s strength.</p>
<p>There are 1.3 million hectares of land still to be distributed to those who can till them, but, as of today, only 4 session days are left for Congress to pass the law that would make that distribution happen.</p>
<p>That part of the story is crystal clear.</p>

<p>Sa mga sandaling ito, katatapos lamang ni Barack Obama na manumpa bilang ika-44 na Presidente ng Amerika.  Sa kaniyang talumpati, binigyan niya ng pugay ang katatagan ng kanilang kasaysayan at kaniya ring pinasalamatan si George W. Bush. Kinilala niya ang mga kalagayan ng panahon &#8211; ang krisis, ang giyera - kinilala niya rin ang kakayahan ng mga Amerikano na magtagumpay at pagtagumpayan ang mga kalagayang ito. &#8220;Let us begin to rework America,&#8221; sabi niya. Marami siyang pinangako, para sa kaniyang mga kababayan pati na sa iba pang bayan sa mundo, sa mga kakampi at kaaway nito.</p>
<p>Hindi matanggal sa aking isipan, habang isinasagawa ang buong palatuntunan, na parang isang religious ceremony ang nagaganap. Parang isang misa ng mga Katoliko, hindi lang dahil sa mga dasal, mga awit at mga pagpugay sa mga biyaya ng Maykapal, kundi dahil sa paraan at istruktura ng programa. Sagrado, maseremonya.</p>
<p>Namamangha ako sa mga tradisyong pulitikal ng Amerika. Mula sa parada ng Executive convoy, sa pila ng mga rayadillo ng Marines, sa pagpapakilala sa kabuuan ng kanilang pamahalaan sa harap ng 2 milyong nakatayo sa harap ng Kapitolyo, sa pagtugtog ng <em>&#8220;Hail to the Chief&#8221;</em> tuwing ipapakilala ang pagdating ng presidente, hanggang sa paghatid ng bagong presidente sa dating presidente sa sasakyan nito paalis sa Kapitolyo.</p>
<p>Sa ganitong mga pagkakataon nakabibilib ang kung paano itinataguyod ng Amerika ang kaniyang mga institusyon; kitang-kita sa telebisyon ang mga pruweba ng mahabang kasaysayan ng demokrasya sa bayang tinitingala bilang haligi ng malayang lipunan sa buong mundo.</p>
<p>Kung ang inagurasyon lang ang batayan, hindi ko mapigilang magtaka at isipin kung anong uri ng pamumuno magiging ang pamamahala ni Obama. Noong panahon ng kampanya, isa sa mga puna ng Republicans kay Obama ay ang &#8220;superstar&#8221; status nito, na inihalintulad kina Britney at iba pang celebrity. Bumalik ito sa aking isipan nang makita ko ang dami ng taong nanood ng concerts ilang araw bago ang inagurasyon. Naisip ko rin ito muli nang umawit si Aretha Franklin; nang tumugtog sina Itzhak Perlman at Yo-Yo Ma ng isang tugtugin na sinulat ng tanyag na Hollywood composer na si John Williams <em>(&#8220;Air and Simple Gifts&#8221;)</em>; hanggang sa pakinggan ko ang kaniyang talumpati na pinakinggan ng marami sa lahat ng sulok ng daigdig. Parang piyesta sa buong mundo.</p>
<p>Sa kaniyang commentary, sinulat ni Amando Doronila ng Philippine Daily Inquirer noong bisperas ng inagurasyon ni Obama na hindi magiging madali ang relasyong Pilipinas-Amerika <em>(&#8220;Shaky RP-US Ties Ahead,&#8221;</em> <a href="http://newsinfo.inquirer.net/inquirerheadlines/nation/view/20090119-184159/Shaky-RP-US-ties-ahead-of-inaugural" target="_blank">basahin dito</a>). Hindi maikakaila ang pagsang-ayon ng pamahalaang Arroyo sa pamahalaan ni Bush sa mga nakaraang taon. Sang-ayon ako sa obserbasyong ito, pero mayroon akong idadagdag.</p>
<p>Sa kabuuan, isa pa ring bansang Katoliko ang Pilipinas, at sa matagal na kasaysayan ng pamamahala dito, konserbatibong pananaw at libertarian na pamamahala na hindi lalayo sa mga ideolohiya ng Republican Party ang nananaig sa kultura&#8217;t batas ng Pilipinas.</p>
<p>Pero hindi iyon ang sakit ng bayan namin.</p>
<p>Sa mapayapang pagpapalit ng pamunuan ng Amerika, matibay nitong ipinapakita may coninuity of leadership na nangyayari kahit na magkaibang political party ang nagpapalit sa presidensiya, kahit hindi na popular si Bush at rock star naman si Obama. Na matibay ang kanilang mga institusyon, at tutoo ang &#8220;peaceful transition of power.&#8221;</p>
<p>Dito sa Pilipinas, ang lahat ng bagay ay &#8220;co-terminus.&#8221; Pag nagpalit ng liderato, patalbugan sa proyekto, magmula Barangay Captain.</p>
<p>Karaniwan ang inagurasyon dito ay sa Liwasang Bonifacio. Si Erap sa Barasoain Church. Si Gloria (kung &#8220;inagurasyon&#8221; man iyong masasambit), sa Esda Shrine. Walang parada papuntang Malakanyang, hindi ko alam kung bakit. Walang <em>&#8220;Hail to the Chief.&#8221;</em></p>
<p>Humahanga ako sa tatag ng mga demokratikong institusyon ng Amerika. Hinahangaan ko ang pagkakahalal ni Barack Obama.</p>
<p>Sana sa susunod na inagurasyon sa Pilipinas, may parada na. Kungdi sa 2010, sa 2016. O sa 2022.</p>
